BAXTER -- Baxter has a draft developer's agreement with the builders of the Wal-Mart Super Center.
The Baxter City Council Tuesday unanimously approved the agreement, as well as plans and specifications for the site.
A large portion of the agreement deals with the storm water retention ponds located on the Wal-Mart site, off Isle and Glory roads. The agreement states Wal-Mart will create storm water ponds that are three feet above the ground water elevation and can handle a 100-year storm event. The agreement further states the ponds shall be maintained and monitored by Wal-Mart, and an easement granted allow the city access to monitor the ponds.
Unlike past meetings concerning the Wal-Mart Super Center, no one opposed to the superstore attended Tuesday's council meeting. There was little discussion by council members.
The Wal-Mart Super Center will be located on 23.43 acres near the intersection of Highway 371 and Glory Road, south of Home Depot. Plans include a 192,042-square-foot Wal-Mart with a 15,460-square-foot garden center and outdoor display area and eight gas fuel pumps with a small pay station.
In October the council approved conditional use permits for an automotive repair shop, an in-house garden supply center and a greenhouse and to allow furniture sales, outdoor seasonal sales, optical manufacturing, film processing and forest land conversion.
