WALKER -- Children's Health Services Director Joan Helms reported to the Cass County Board Tuesday on federal changes pending on how the Indian Child Welfare Act is administered.

WALKER -- The Cass County Board voted Tuesday to continue its agreement with and financial participation in the Cass County/Leech Lake Children's Initiative Collaborative Board.

WALKER -- The Cass County Board on Tuesday approved a memorandum of agreement with the University of Minnesota to provide extension programs locally and employ extension staff.

WALKER -- Over objections from Commissioner Dick Downham, Commissioners Jim Dowson, Bob Kangas and Rusty Lilyquist voted Tuesday to leave most county fees the same in 2004.

BAXTER -- The city of Baxter has awarded $6,690,000 in improvement bonds to pay for 12 city road and utility projects.

WALKER -- Auditor-Treasurer Sharon Anderson reported to the Cass County Board 48.3 percent of county property owners (14,825) will see no increase or a decrease on their property tax bills in 2004.

Season changes back

Mary E. Johnson
Mary Elaine Johnson, age 90, long-time resident of Brainerd, Minn., passed away peacefully on Nov. 15, 2003, at Apple Valley Health Care Center, Apple Valley, Minn., where she resided for the past two years. She was formerly of St. Paul, Minn., and Tacoma, Wash. Born in St. Paul, Minn., to John and Josephine Bily, she graduated from Mechanic Arts High School in 1931.

Ralph P. Spitzer
Ralph Paul Spitzer, 88, died Nov. 15, 2003, at Bethany Good Samaritan Village, Brainerd, Minn. He was born Sept. 24, 1915, in New York City to Otto and Elizabeth (Lehmann) Spitzer. He was educated in New York and served as a chief machinist mate in the Navy during WWII serving in Atlantic, Pacific and Mediterranean.

Mary LaVonne (Avery) Dornfeld passed on suddenly Nov. 15, 2003, at her beloved home in Crosslake, Minn. Daughter of Thomas and Frances Avery, Cedar Falls, Iowa, who preceded her in death.

Open Forum
Your article about QDM (Quality Deer Management) in the Nov. 16 issue leaves me cold. My suggestion: Concentrate your writing on the traditional deer hunt in Minnesota which is based on proven management strategies and has resulted in one of the finest deer herds in the country. If individual landowners want to engage in QDM and other techniques, fine, but don't mess with my hunting on state and county lands.

Open Forum
The article in Wednesday's paper regarding Cragun's proposed development on Highway 371 near the Paul Bunyan Learning Center contains some inaccuracies about the Audubon Society that we believe need to be corrected. The Brainerd Lakes Area Audubon Society is a chapter of the National Audubon Society, an environmental advocacy group that originally focused on bird issues.

Fighting terror
Al-Qaida terrorists and their associated splinter groups are rightly described as violent, fanatical and obsessive. No one said they were very smart.

Every fifth year since the tragedy has been treated as an important milestone, as if the story gets better with age. Well, it's been 40 years now, and all the attention is getting a little tiresome.
