Congress has struggled to find ways to protect children from Internet pornography without infringing on free speech rights for Web site operators.
Insurers: Drivers crashing less, but more likely to claim injury
Motorists are in fewer crashes than they were two decades ago, but are more likely to tell their insurance company they were injured, according to a study by an insurance industry group. The Insurance Research Council said Monday the number of crashes per insured car on the road dropped 16 percent between 1980 and 2000. At the same time, the number of insurance claims filed by people who said they suffered a bodily injury rose 26 percent, the group said. The increase in injury claims was led by a large increase in people seeking payment for "strain or sprain injuries" that didn't require hospitalization or keep them out of work, said Elizabeth A. Sprinkel, the council's senior vice president.
