The Crow Wing County Board set the preliminary 2003 levy Monday at $19,453,512.
The proposed 2003 levy is $904,555, or 4.9 percent, higher than the 2002 levy. The 2002 levy was $18,548,957, or 11.2 percent higher than the 2001 levy.
The county's levy limit is calculated by the state.
The levy limit base increased by nearly $1.9 million for 2003.
The increase in residential, commercial and industrial properties because of construction allowed the county to increase the 2003 levy limitation by about $599,000.
The proposed 2003 levy limit base is offset, or diminished, by $2.63 million in state aid.
The county is levying, outside the state-imposed levy limit, an additional $1.15 million, which includes various debt levies, including $547,550 for vehicle and equipment purchases, such as sheriff's vehicles, $387,828 for detention center bonds and $103,775 for airport bonds.
The county estimates 2003 expenditures of $53,519,850. Expected revenues, including various county fees, are $27,672,892. The tax levy is $19,453,512.
To meet expenditures, the county anticipates budget cut and/or spending of reserves to total $6,393,446.
The county board will hold its truth in taxation public hearing Dec. 5.
The board must certify the final 2003 levy by Dec. 20.
