BAXTER -- The Baxter City Council Tuesday approved two bond issues of almost a combined $5 million to be used for several city projects and equipment purchases.
In separate motions, the council approved issuing general obligation improvement bonds in the amount of $4,435,000 and issuing general obligation equipment certificates in the amount of $495,000.
The improvement bonds will be used, along with $507,000 from the Minnesota Department of Transportation, for seven road and utility projects: Highway 371 North Phase 2, Jacklitch Development, Cedar Scenic Drive, Norway Hills and Hinckley Road, Greenwood Road, 2002 mill and Golf Course and Travine Way.
The cost of the improvement bonds will be assessed back to the properties receiving benefit.
The equipment certificates will be used to buy a grader, a front-end loader, civil defense sirens, two police cars, a parks and recreation department truck and a parks and recreation department lawn mower.
In other action, the council:
Tabled a decision on the Clearwater Road/Inglewood Drive road and utility project and the Clearwater East project until the city council's Sept. 3 meeting.
Approved the Excelsior West road and utility project.
Approved the Bronson Road, Michelle Circle, Stacy Drive, Travine Way, Meredith Drive road and utility projects.
Set assessment hearings for the Cedar Scenic and Travine Way road and utility project for 6 p.m. Oct. 3; for the Norway Hills and Hinckley project at 7:30 p.m. Oct. 3; for the Greenwood street and utility project at 6 p.m. Oct. 10; for the Jacklitch project at 7:30 p.m. Oct. 10; and for the mill and inlay project at 6:30 p.m. Oct. 17.
Accepted an engineering proposal from Widseth, Smith and Nolting architecture and engineering firm for the Edgewood Drive extension from Johnson Storage Facility to Crow Wing County Road 77 for an estimated cost of $166,000.
Approved the revised proposal for engineering services for the Jacklitch Estates improvement project at a cost of $28,300.
Approved the WSN proposal for project observation services for the 2002 mill and inlay project at an estimated cost of $17,500.
Approve the WSN feasibility report for Fairview Road west of Conservation Drive at a cost not to exceed $5,700.
Approved a change order of $16,592 to Randy Kramer Excavating for the 371 Frontage Road Phase I project.
Approved a partial payment of $49,465 to Randy Kramer Excavating for the completion of the 371 Frontage Road Phase I project.
Approved a partial payment of $1,500 to KHC Construction for the completion of the water plant No. 2 upgrade.
Sold 60 feet of land to John Westphal, 900 block of Wedgewood Drive South.
