As military casualties from mines mounted in Iraq I often wondered why our government did not buy "off the shelf" mine resistant vehicles from South Africa, which has pioneered and built such vehicles since the 1970s. They were used by civilian security contractors so their use was known by our government and military. Instead, we belatedly up-armored the ubiquitous Humvee and still watched our casualties mount. The powers who decided went ahead and started a program to reinvent the wheel with a totally new "MRAP" (Mine Resistant Ambush Protected) vehicle. No, finally, our secretary of defense has made this program a top priority. What took so long? Someone should be held accountable for this fiasco. MRAP should stand for "Militaries Responses Aren't Pretty."
