The Brainerd Fire Department was called at 5:35 p.m. and 6:30 p.m. Monday to the Brainerd High School for what turned out to be false alarms.

ACCIDENTS
EMILY -- A 26-year-old International Falls man was hurt Sunday after the truck he was driving hit a deer on Highway 6, five miles south of Emily, the State Patrol said.

COURT
LITTLE FALLS -- Five of the six suspects charged for their alleged involvement in prostitution at a bar north of Little Falls appeared Monday in Morrison County District Court.

CRIME
Morrison County Sheriff Michel Wetzel reminds residents not to mail checks directly using their rural mailboxes because of several instances where outgoing mail has been stolen during the past few months.

A Pine River woman faces criminal charges as a result of a two-vehicle crash early Monday that claimed the life of her passenger, according to the Crow Wing County Sheriff's Department.

Nystrom to compete in Miss Minnesota Scholarship Pageant
Quinn Nystrom gave up her title as 2004 Miss Brainerd Lakes on Saturday but the young woman from Baxter will compete for the title of Miss Minnesota 2005 this week. She is one of 17 contestants in the state competing in the program.

Maus: Cass deputy justified in shooting
WALKER -- Cass County Attorney Earl Maus informed Sheriff Randy Fisher in a letter dated June 7 that Deputy Robert Karbowski was justified in using deadly force when he shot a Cass Lake area man in the leg May 27.

CROSSLAKE -- Crosslake council member Dean Swanson Monday night apologized to city residents for his vote at a June 2 city council meeting regarding the shoreland act.

WALKER -- There was a cooperative tone in the meeting Monday between the Cass County Board and the Leech Lake Tribal Council, though differences also were apparent.

Sen. Norm Coleman, R-Minn., recently announced funding for two Brainerd area projects in the 2006 interior, environment and related agencies appropriations bill.

BRAINERD SCHOOL BOARD
The Brainerd School Board Monday approved the preliminary 2005-06 budget, which reflects the $1.2 million in cuts it made in staff and programs earlier this year.

CROSBY -- The Crosby-Ironton School Board Monday authorized the recall of a few teaching positions previously cut in May, allowing for class size reductions in several classes and the reinstatement of courses that would have been discontinued in the fall.

WILLMAR -- Anton "Henry" Egenberger Jr., age 80, of Willmar, died Tuesday evening, June 7, 2005, at his home on Eagle Lake. He will be deeply missed by his family and friends.

MCGREGOR -- Arvid Huhta, age 80, of McGregor, died on Thursday, June 9, 2005, in the Mercy Hospital in Moose Lake. Funeral arrangements are pending at the McGregor Funeral Home.

David H. Hoar
PIERZ -- David H. Hoar, 86-year-old resident of the Pierz Villa in Pierz, Minn., formerly of Minneapolis and Little Falls, passed away Sunday, June 12, 2005, at the Pierz Villa. Funeral services will be held at 1 p.m. on Wednesday, June 15, 2005, at the Pierz Villa with the Rev. Bob Kemper officiating. Burial will be at the Darling Cemetery in Little Falls. A visitation will be held from 11 a.m. to 1 p.m. on Wednesday at the Pierz Villa. Military honors will be conducted by the Little Falls VFW Post No. 1112.

Mary F. Tkalcich
PEQUOT LAKES -- Mary F. Tkalcich, Pequot Lakes, was called to her eternal home on Saturday, June 11, 2005. She was born to Yugoslavian immigrants in Pennsylvania. Mary moved to Minnesota after marrying her husband, Frank, whom she was given 75 years to share with him and her three sons, Raymond, John and Joe. She and her husband raised their family first in Ely and later in Staples, Minn. Health issues brought her to St. Cloud and finally to the Heritage House in Pequot Lakes. Everywhere she resided, Mary left behind friends who knew her as a gentle soul with an easy and understanding nature. Her sons, her grandchildren and her friends will all miss her and would invite those wishing to memorialize her to join them on Wednesday, June 15.

CHAMPLIN -- Douglas Gene Buxton, 55, Champlin, died June 12, 2005, at his home.

Geralyn Mulholland
PILLAGER -- Geralyn Mulholland, 56, Pillager, died Monday, June 13, 2005, at her daughter's home. Memorial services will be Wednesday, June 15, 11 a.m. at Brenny Funeral Chapel in Baxter. Friends may visit during the hour prior to services. Interment will be at Evergreen Cemetery in Brainerd.

LITTLEFORK -- Ervin N. Ohotto, of Littlefork, Minn., died Saturday, June 11, 2005. He was 87 years old.

John W. Smith
GARRISON -- John W. Smith, 83, Garrison, passed away on Saturday, June 11, 2005, at the Pierz Villa in Pierz. He was born on Oct. 16, 1921, in Solway, Minn., to Arlie and Catherine (Gustafson) Smith. He married Teresa (Pat) Norton on April 10, 1955, in Austin, Minn.

Open Forum: Supreme Court bases laws on social trends
The United States Supreme Court is, in some cases, acting unconstitutionally. It is usurping the power of the legislative branches of government, both state and federal, and is making laws on what appears to be whatever the current social trend is or what their own personal opinion is, not on what the U.S. Constitution reads.

OTHER OPINION: Court ruling
The Supreme Court's decision Monday in the case of Gonzales v. Raich is a defeat for advocates of the medical use of marijuana, because the court ruled that federal drug laws can be enforced against patients even in states that would permit them to light up. But the true importance of Raich has nothing to do with drugs; it relates rather to the balance of power between the federal government and the states. The government's crusade against medical marijuana is a misguided use of anti-drug resources; that doesn't mean it's unconstitutional. A Supreme Court decision disallowing federal authority in this area would have been a disaster in areas ranging from civil rights enforcement to environmental protection.

OUR OPINION: BUDGET TRICKS
But the particular sordidness of the Boeing deal shouldn't obscure the more general problems with this technique, which has been used for everything from building housing on military bases to constructing electricity transmission lines. The arrangements are varied and complex, but the common goal is to spread the cost of an investment over a number of years -- making it look like an annual operating expense -- instead of reflecting the obligation in full at the time it is made, as federal budget rules require.
