A. Approval of council minutes of April 6

B. Payment of bills and approval of finance report

C. Accept Utility Commission minutes of April 7 and 14

1. Accept the final report on Advance Engineering's Water Treatment Plant Concept study

2. Direct city staff to contract with the appropriate consulting firms to do a financial analysis of water and sewer rates based on major capital improvements as listed in the minutes in the next 20 years.

3. Approve the Liesch Associates, Inc. agreement for consultation advice on the watewater treatment issues with the City of Brainerd. Also to hire an attorney and finance consultant to identify wastewater options.

4. Adopt the resolution receiving bids and awarding the contract to Larson Excavating Contractors in the amount of $296,733.11 for the 2004 Isle Drive extension and Hinckley Roadway improvement project.

5. Approve "The View at Rush Lake" Developers agreement

1. Accept fee dedication per city ordinance for Clearwater Ponds

3. Acceptance of fee dedication per city ordinance for the Fourth Addition to Nichols Suburban Acres

4. Accept land for trail dedication for the Bitteroot Plat

5. Accept the proposed formula of dollars per square foot as presented for the entire Bitteroot Plat

6. Direct staff to amend the trail plan to show and obtain the land for the north-south trail linkage from the south line of the Bitteroot Plat to Forestview Drive.

F. Appoint Trevor Walters as City Engineer

G. Set Public Hearing for May 4, at 7:30 p.m. to consider modifications to the Development Program for Municipal Development District No. 1 and the establishment of Tax Increment Financing District No. 7 (Grand Oaks Townhomes) and to consider adoption of plans.

5. Approve a CUP to build an additional agricultural storage building for Mark Rudningen at 5413 Mapleton Road

6. Approve the CUP for 50 sq. foot monument signs at the main entrance and at the intersection of Knollwood Drive and CSAH 48 for ISD #181 Forestview Middle School with conditions

7. Approve the minor subdivision plat of Clearwater Ponds

8. Approve the minor subdivision plat of the Fourth Addition to Nichols Suburban Acres

9. Approve the Certificate of Correction for the plat of Madden lots

10. Approve the preliminary/final plat of the B-dirt addition to Baxter with conditions

11. Approve the preliminary/final plat of the Second Addition to Shady Oaks Estates as amended by presentation with conditions

12. Approve the CUP to operate a hotel/water park and allow the height of the building to exceed 45-ft with conditions

13. Approve the Ordinance Amendment 2004-8 to Baxter city Code Title 10-3 regarding interim conditional use permits

14. Approve the Ordinance Amendment 2004-9 to Baxter City Code Title 10-31 regarding the Industrial Office District

15. Approve the Ordinance Amendment 2004-6 to Baxter City Code Title 10-4-4 regarding the screening of mechanical units

16. Approve the Ordinance Amendment 2004-7 to Baxter City Code Title 10-5-1 allowing for CUP process for signage for public facilities and churches with multiple entrances
