BAXTER -- The Baxter City Council on Tuesday approved three development agreements with Menards.
The agreements -- for municipal development, private development and an escrow agreement -- outline Menards' involvement in the city's Highway 371 improvement project and development of utilities at the Menards site, which is the former Tank's Deerland property.
The municipal agreement includes the construction and installation of bituminous road, curb and gutter, storm and sanitary sewer, water and other improvements for the city's Highway 371 North Frontage Road improvements to be completed by the city by Sept. 1.
Construction is expected to be started this spring, with the store opening in the fall.
Menards will also be assessed for the 1,267 frontage feet at a projected cost of $271.05 per foot.
The private agreement includes the construction and installation of municipal water lines, private sanitary sewer service, private drainage controls and other improvements to the Menards site.
Menards will pay for both private and municipal services.
The escrow agreement will be used for a feasibility study by Widseth, Smith and Nolting for the performance of design phase engineering services for certain roadway, water, sanitary and storm sewer improvements.
Menards will deposit $65,900 into an escrow account in the city's name for the design phase engineering services.
When completed, all escrow funds plus interest will be credited toward Menards' pending assessments.
