Who are these men?

Kevin Rofidal provided the Dispatch with the above photo and asked if we could help him identify the men pictured. The photo is believed to be of members of the Brainerd Police Department and Crow Wing County Sheriff's office and possibly members of the State Patrol. Rofidal's grandfather, Louis Rofidal, has been identified as the last man kneeling in the front row in uniform. Rofidal is unsure of the year, but it is believed to be 1946. The location is unknown.
