Brainerd funding for the Brainerd Lakes Area Development Corp. is set for 2003.
The Brainerd City Council, by a 5-2 vote, approved entering into a $39,375 contract with BLADC.
Voting against the contract were council members Bob Olson and Mary Koep. Olson had made a motion to table the decision until March 31, with Koep seconding, but the motion failed.
While in favor of funding for BLADC, Olson and Koep said the decision should wait until the city knows more about how much money will need to be cut from the 2003 budget in light of possible local government aid reductions from the state.
"I think we are ill advised to be passing motions encumbering city money when we will shortly be discussing items such as cutting snow plowing," said Koep.
Council member Kelly Bevans said the funding is part of a tax levy, which has a purpose of economic development, and tabling the issue would be detrimental to BLADC and the city.
"It seems we always like to look at expense side of things, where we can cut money," said Bevans. "I feel we need to support BLADC. I really think, especially for long-term success of Brainerd, we need to support this," said Bevans.
In other action, the council:
Held a moment of silence for the seven astronauts who lost their lives in the space shuttle Columbia disaster Saturday, and for Brainerd Mayor James Wallin, whose brother passed away recently.
Adjourned to 7 p.m. today for a 2003 budget discussion.
Accepted the $493,000 purchase agreement between the city and Roger Piehl for about 70 acres of land located on McKay Road and Riverside Drive. Closing of the sale is scheduled for Friday.
Authorized the city to obtain quotes to be returned by the March 3 city council meeting for its 2002 audit.
Approved expanding the union negotiation strategy session from the Personnel and Finance Committee to the full city council by a 5-2 vote, with Council President Jim Dehen and council member Lucy Nesheim voting against the motion.
Held the first hearing on a pole barn ordinance for the city.
Set a Safety and Public Works Committee meeting to discuss the Laurel Street reconstruction project at 5 p.m. Monday.
Passed a resolution authorizing the chairman and/or vice chairman of the Brainerd Lakes Regional Airport Commission to act as the authorized representative for the city of Brainerd for all 2003 capital projects.
Passed a resolution appointing and designating the commissioner of transportation as agent for the city of Brainerd.
Approved an application from Shep's on 6th for temporary retail license to sell 3.2 percent malt beverage on-sale for an event Aug. 22-23.
Approved a Minnesota Lawful Gambling application for exempt permit from the Mid-Minnesota Builders Association for a raffle March 30 at the Brainerd Area Civic Center/Gold Medal Arena.
Approved a Minnesota Lawful Gambling application for exempt permit from the Riverside PTA for a raffle April 4 at Riverside School.
Approved a Minnesota Lawful Gambling application for exempt permit from the Brainerd Elks Lodge No. 615 for a raffle April 30 at the Brainerd Elks Lodge No. 615.
Approved a joint powers agreement for the city of Brainerd and Crow Wing County Bomb Disposal Unit from Jan. 1 to June 30.
Approved the mediated settlement agreement between Anderson Cleaners, First Lutheran Church and the city of Brainerd.
Had the first reading on a proposed ordinance providing for the annexation of two acres of land belonging to Byron Eliseuson in Oak Lawn Township.
Had the first reading on a proposed ordinance providing for the annexation of five acres of land belonging to Brainerd Electric located in Unorganized Territory.
Accepted the resignation of Charles Warnberg from the Police and Fire Civil Service Commission.
Approved the appointment of Brian Phelps to the Park and Recreation Board.
Approved Kelly Bevans as council liaison to the Charter Commission, James Dehen as council liaison to Community Action and Anne Nelson Fisher as council liaison to the Parks and Recreation Board.
Called for applicants for a three-year term to the Cable Advisory Committee, a three-year term to the Parking Commission, a one-year term to the Police and Fire Civil Service Commission and a one-year term to the Transportation Committee.
