Where are the unemployed?

They keep talking about the area’s high unemployment rate. When I ran an ad for employment this spring, I only received a handful of applicants and most of those were teenagers. Thankfully, I got one decent applicant who I hired. I have talked to other business owners who have said the same thing, even saying they will not expand because they can’t get decent help. Where are all these unemployed people? Collecting unemployment I’m assuming and not wanting to actually work?
