Tribal nations seem strong
I can’t understand how the three tribal nations mentioned in Sunday’s paper can even qualify for Federal Disaster Relief due to flooding, etc. With the huge profits made at their casinos, shouldn’t they prepare for such a catastrophe? It seems a sovereign nation is only as strong as their people make it to be. Obviously they have made it very strong, as they definitely have the U.S. government at their mercy.

As a Sovereign nation, why are they expecting a handout of funds from a government that isn't theirs? Is that considered foreign aid then?
