BAXTER — Widseth Smith and Nolting will do the professional engineering and land surveying services for the Woida, Wildflower and Franklin street improvements in Baxter.
The Baxter City Council awarded the contract Tuesday to the engineering firm for the services, not to exceed $309,920.
The vote comes after the council held a public hearing in November, voting 4-1 in favor of the construction in 2014.
The project reconstructs part of Woida, which engineers say is in poor shape and needs to be redone, and paves the gravel Franklin and Wildflower drives. It extends city sanitary sewer and water to Woida Road from Inglewood Drive to about 1,200 feet west of Highway 371, as well as all of Franklin and all of Wildflower drives.
Construction is expected to take four months. Once completed, residents would have a year to connect to the city services. There are 53 homes in the project area.
Residents at November’s public hearing spoke for and against saying they’ve waited for sewer and water and need a new Woida Road. Others said they simply can’t afford the assessment in what is still a weak economy. The entire project is expected to cost $2,690,119.
After the city pays 51 percent of the project, the remaining costs are assessed on a per lot basis.
In other city business:
Adopted the 2014 fee schedule which will now include fees for furnaces; tobacco license; driveway covers; pawnshop licenses; landscape escrow fee; and temporary on sale, one to four day liquor licenses. Eliminated in the fee schedule were the secondhand and salvage automobile deals and mobile home, trailer house and travel trailer dealers. Fee increases were approved for the water meters and replacement components, daily animal shelter fee, staff hourly billing rates, investigation fee and adult use and sexually oriented business.
Adopted the plat extension for Baxter Edgewood Subdivison for properties located on 14303 and 14305 Edgewood Drive.
Adopted the tobacco licenses for Jan. 1, 2014 through June 30, 2015 for 13 establishments.
Approved the plat extension for Johnson Centre on property located west of Golf Course Drive, north of Universal Road and east of Dellwood Drive.
Approved the plat extension for Woodland Office Park for property located at the northwest corner of Hastings Road and Evergreen Drive.
Approved the plat extension for McDermott Porfessional Center located at the northeast corner of Isle Drive and the right-of-way for Falcon Drive.
Authorized the notification to Crow Wing County for approving of classification to nonconservation and intended sale of tax forefeited parcel.
Met in a closed session and when the meeting reconvened to an open meeting, the council voted to decline the purchase of two right-of-way acquisitions: One on Joler Road; and the second was for a tax forfeited parcel on the corner of Highland Scenic Road and Memorywood Drive.
