Two Brainerd area lawmakers are sponsoring companion bills that would provide $150,000 in funding for elevator at the Brainerd Area Civic Center.
Rep. John Ward, DFL-Baxter, and Sen. Carrie Ruud, R-Breezy Point, are sponsoring companion bills in their respective chambers that would authorize the sale and issuance of state bonds for an elevator.
On Tuesday, the House Jobs and Economic Development Finance and Policy Committee held the bill over for possible recommendation to the House Capital Investment Committee.
Brainerd City Council President Bonnie Cumberland and Brainerd City Administrator Theresa Goble met Tuesday with lawmakers in St. Paul to discuss the issue.
The House bill, sponsored by Ward (House File 110) would appropriate $150,000 in bond proceeds for an elevator in the arena. A companion bill, (Senate File 127) sponsored by Ruud awaits action by the Senate Finance Committee.
The legislative measure could likely be part of a bonding bill if the Legislature passes one this session.
Ruud, chief author of the bill to fund a civic center elevator, said Wednesday this a maintenance issue and something that is required of the civic center by the Americans Disability Act. The Breezy Point legislator said this rises up to level of an issue that deserves state funding.
Although she sees the need for this legislation she said she would prefer that bonding bills be passed in alternate years, rather than every year.
“The arena is a great asset to our community; however, it is not fully handicap accessible,” Ward said in a statement released by the House’s Public Information Services.
An elevator would permit access to everyone to the second level of the Brainerd Area Civic Center where a heated viewing area and a concession stand are located.
Cumberland said in the statement released by the House that there are only stairs between the first and second levels of the arena that was built in the mid-1970s.
“Current accommodations being made include going to get a snack order for an arena guest from the concession area and/or carrying the guest up a flight of 18 stairs,” she said. “You can imagine this is not only dangerous for everyone involved, but certainly humiliating for the individual who needs to be carried or pulled up the stairs in a wheelchair.”
Goble said in the statement the arena, which is owned by the city but run by the Brainerd Amateur Hockey Association, provides an economic boost to the community because youth hockey-related events bring in an estimated 25,000 visitors a year and another 15,000 people attend dry floor events.
Cumberland said the city doesn’t have the necessary funds for the upgrade, in part because of a loss of Local Government Aid in recent years, making capital purchases very limited. She said increasing a tax levy to cover the cost would be “next to impossible.” However, she said the city feels a “moral responsibility” to ensure all guests have full access at the arena.

I had a post pulled for the first time. Apparently, according to the reasoning from BDD, it was because one of the frequent posters does not use a pseudonym. I responded to that letter by stating that is this poster's choice.
So while this person is allowed to slander elected officials with vague conspiracies and sheer hatred, my post was pulled because it referred to a feminine hygiene product. Here is the edited version of my post:
"Referring to yourself in the third person
makes you sound like even more of a (feminine hygiene product) than you did when you got creative with your facts in order to whine about John Ward and the state hospital.
Did you ever consider that this hatred and rage toward Ward does not help your work on veteran's affairs?"

Not sure how that comes close to the now distant BDD promise to clean up the comment boards. If they applied the same standard all the time it would help!

The BDD has definately changed though--bringing in a new Fox news-like format with greatly lowered journalistic standards in editorials and support for commenters who attack others multiple times a day.
I called out a poster
who frequently bags on John Ward with all kinds of conspiracy theories and promises that he will be able to say, "Gotcha!" when he releases all kinds of dirt. However, he never comes through. I suspect because it is mostly a construct of his imagination or wishful thinking.
Really, I just said anyone who refers to themselves in the third person, as this poster did, was being a (feminine hygiene product). Apparently, this delicate poster was so disturbed by this despite his constant attacks on pretty much everyone else that he complained to the BDD moderator. The moderator then removed my post stating that the content was fine, but it was unacceptable to use the word (feminine hygiene product).
So I fixed it.
I do stand by my statement about people who refer to themselves in the third person.

Baxter or Brainerd?
When did John Ward become John Ward-Baxter when before he was John Ward- Brainerd? Moving to the liberal, high taxation, upper class hotbed of Baxter sure tells the story that he's for those who are doing without in Brainerd. I will still give him and Rudd a nod for this project. A lot of people have donated their time and money to the arenas over the years with very little help from the City of Brainerd. All the city could accomplish when running it, was to paint the buildings white and declaring it as an elephant to the taxpayers.
Asset...Liability...Asset
The history of the Civic Center goes from asset to the community when first constructed from private donations and managed by Civic Center Inc. to a liability to the community when gifted to the city, back to a asset to the community managed for the city by the local hockey association.
Why would it be a liability to the community when managed fully by the city when it was and now is a asset to the community when run privately? Could you say that the city(Park & Recreation) was in over it's head or could this be a example of management practices of private vs public sectors?

Could the truth now be said that the facility turned into a liability due to a city official and his cronies , had it in for another city official dating back to day one of his tenure?

I am wondering, if we are going to play this game, perhaps we should all report each other nonstop to the BDD Gestapo. Maybe make it a contest to see who can get the most posts pulled. I have yet to get so offended or overwhelmed by the nonsense posted on here to feel the need to cry to the moderators. However, if this is how things operate, maybe we all should play this game.
