FERGUS FALLS, Minn. (AP) — Two dogs have been found shot to death in west-central Minnesota.
The owner found the dogs dead in a ditch about a mile from her house. She lives near the border of Otter Tail and Grant counties.
She says both dogs had collars and ID tags, and they had recently gotten loose from her.
Otter Tail County deputies say they have no suspects but they're continuing to investigate.

okeydokey ... I hardly think that there is enough information in this article to pass judgement. maybe this is the 25th time these dogs got out and have been terrorizing the neighborhood. Maybe they are actually werewolves and this is just a huge coverup. maybe they just tripped and fell on a bullet shaped rock.

I have caught neighborhood
I have caught neighborhood dogs on my trail camera, it appears that the people that can't afford to pay their own bills continue to take in the free dogs and cats that they are not able to contain to their property but expect the rest of the world to accept these animals to be accepted to do whatever it is they do. Don't get me wrong, I have three dogs and one cat, but however they stay in my yard as I have trained them and purchased devices to contain them. I understand that this may not be the case here but so many times your neighbors dog is out running and when your sitting in your bow stand or hunting blind here shows up a dog and sits and barks and lays under your stand. It is legal to shoot a dog that is chasing deer off. I would have to say, I would not admit or lay claim even if these animals are chasing deer only for the reason your neighbors more times than not are going to lay judgement on you and not accept the fact that it could have been a legal maneuver. And only to spare a bunch of [filtered word] in my life, they would disappear. If you own animals, than keep them contained and be prepared to do what it takes to keep them safe. I understand that batteries go dead on collars and such, but not day after day.

Some dogs won't cross the Invisible Fence even when their collar batteries are dead. They remember where the line is and just stay back. So check their batteries like you check your smoke detectors.
Pet owners should take the pets collar off, hold it in their hand,preferably a wet hand, and cross the line to see if the collar is still working.

character who could not tell the difference between a wolf, a coyotee, or a german shepard but he has got this' wolf kill' license and is going to be a big hero at the local bar.

The article says they were dead in a ditch. From that, I can infer that they were not in the woods chasing deer, nor were they being a nuisance or a threat in someone else's yard. It is illegal in MN to cause death or great bodily harm to a companion animal unless that animal is a threat to people, pets or livestock. So it is legal to shoot the neighbors dog if it is chasing your sheep, or growling at your kids, or fighting with your dog, but not if it is running down the side of the road or in the ditch. The correct course of action for a dog that is found running loose is to call animal control or take it to HART.
So true, we do not know the exact circumstances, or how often these dogs were found to be running off property. But if this is a case of someone just being mean, it's not legal. Unfortunately, most animal cruelty cases are not prosecuted, or the sentences delivered are a slap on the wrist.

OkeyDokey, I have called animal control a few times with being told there is nothing they can do and or will not do anything. As citizens I think we need to start looking into giving public servant jobs to certain individuals. I was in no mean stating these animals were or would have been chasing deer on the side of the road but was suggesting that it could be very possible that they were shot somewhere else and put there. I do know that were I hunt regularly there are a few dogs that make their presences regular, while I am in my stand and on trail cameras. With this being said the owners have been asked numerous times to please keep their dogs contained. It is completely legal by the statutes of the law to put down pets that are chasing or trailing game. I however am not stating that this is the case here but only stating if or when I was to follow through with this legal activity I would however not notify the owners for the reason of altercations in the neighborhood. We all know that these individuals that verbalize their animals are not participating in illegal activities are not going to accept this activity, so why would I inflict more problems onto myself.
