Garage talk - Baxter adds requirement with residential building

BAXTER — From now on if Jack were building a house in Baxter, he’d have to build a garage, too.

In a split vote Wednesday, the Baxter Council voted to require garages with residential construction. The move came after a six-month moratorium on residential building permits which was extended in October to give staff more time to iron out details on garage sizes, research ordinances and requirements from home lending programs.

For a single family home, residences are required to have a two-vehicle garage 20 feet wide by 22 feet long. For two family dwellings or townhouses, one garage space is required 12 feet by 22 feet. For apartments and multi-family dwellings, a half garage or underground parking space per unit is required. So a 24-unit apartment building would require a 12-unit garage. The city has the option to waive the requirement for senior living complexes.

The council voted 3-2 in favor of the garage requirement with Mayor Darrel Olson and Council members Jim Klein and Todd Holman in favor. Council members Mark Cross and Rob Moser were opposed.

The issue first came before the city when an apartment building plan arrived without garages. Many of the apartment complexes in Baxter have underground parking. While there wasn’t a written requirement for a garage, building on all planned unit developments up to that point had included them.

Cross said he agreed with the
majority of the ordinance, but was against the requirement for a single family home. Holman asked if making it a single vehicle garage was better, but Cross said he was taking the position against forcing a resident to build any garage. Klein said he was concerned with developers putting up houses without garages and then leaving no room for one should a future resident want it. Cross said he understood that argument.

Moser noted the number of cities requiring garages in the city’s report.

“I just haven’t felt it’s been an issue in the past,” Moser said, adding the could see both sides of the argument but had been against requiring garages from the beginning.

Olson who has supported the idea from the outset, said if it hasn’t been a problem it should be an issue if the city adds the ordinance.

Olson said people were moving into Baxter long before he arrived because they liked how the city had developed. Adding the garage ordinance would be following those patterns and Olson said he didn’t want to see the city move backwards.

Forced garages

I understand Baxter trying to avoid the dumpy city look, but forcing all families to include a garage with their new home? What's next? Baxter is already one of the most difficult cities to build in due to the many extra requirements. Let's draw the line with more and more regulations right here. Our mayor is a good man but has been caught up in the fallacy that the city (or the state, feds, county) know whats best for the individual. The great thing with this movement is that I won't need to hire an architect when I build my next home, I'll just pick up a copy of the approved plans from Baxter City Hall. Sheesh!

Good move !!

While I oppose more government regulation in most cases, I think this is a wise move. This decision will help keep Baxter attractive, help the city avoid cheap looking new construction. To the naysayers: just how many homes have been built in Baxter in the past 10 years without garages?

Maybe they could

Maybe Baxter could just cut up some of the trashy looking strip malls that lie empty along 371N and hook them on to some new housing units. That would be better than what they are doing now. Mandatory garages, com-on Hitler. Look back at your failures/near failures in the last few years and try and make corrections, not more failures. (Costco-salvaged at the last minute), (Dondelingers-you really put the screws to them) (multiple vacant strip malls) (Famous Daves-I still haven't figured out how to get into their parking lot and now they are closed) (minimal if any handy-capped parking along any of your 371 businesses) (private parking signs for women with children at Cub Foods). It looks like Baxter needs to hire a new city planner-one with Brains, not brain farts. And get that stupid Edina attitude out of your city council.

I agree with you.

We DID just have elections, maybe that could've been on the ballot?

And, with these forced garages, will someone have to buy a building permit to construct said garage as well?

When we built our home in Baxter in 1987, we waited two years to build the garage, as finances didn't allow it at the time.- Would we have been fined and/or not allowed to build? Ridiculous.

next a dress code.

what is the new baxter dress code. on mondays guys must wear brown jeans that are hemmed up exactly 1.45 cm from the boot and plaid longsleeve shirts that are either beige or tan and must not have any logos. women must wear flower dresses with more than 5 , but less than 12 different flower eaily seen from a passing cop car. tuesdays no blue may be worn. and as charlie stated all clothing must contain a swastica at least 3 inches in size.what a bunch of puds
