BAXTER — Getting new pavement on Woida Road yet this year moved closer to reality Tuesday.
The Baxter City Council voted 4-1, with Council member Rob Moser opposed, to move forward with a plan to resurface Woida Road yet this year.
The council preferred the option to reclaim the existing roadway and put down two new inches of bituminous at a cost of $165,807. The assessment for each existing parcel would be $2,000. There are 31 parcels on Woida Road to generate $62,000 in assessments. The city plans to cover the rest of the cost. The resurfacing could go from Inglewood Drive to 500-feet east of Wildflower Drive.
Residents on Franklin and Wildflower drives were sent letters regarding a cost of paving their roadways at a cost of $156,444 for an assessment of $4,229 per lot.
The road is expected to last 10 years. The question for council members was whether to spend more for a project that could extend utilities.
“I think we have to go with the minimum here,” Moser said. He was in favor of waiting on utilities to cover a gap in sewer service. Moser said maybe in five to eight years there will be a better economic time with a turnaround in home values.
“We know it has to be built wider,” he said. “We know it’s a perfect place for a trail.”
Council member Mark Cross agreed. Staff members noted there would be cracking in a year or two if a two-inch thin hot-mix overlay was used as the minimum option at a cost of $145,994 to last five to eight years. For $20,000 more, Cross said they were getting a better quality product. Cost to do the project with utilities was expected to cost $2.6 million or $2.8 million.
The council set a public hearing on the proposed Woida Road project at 7:30 p.m. Aug. 7.
Council member Todd Holman said he was in favor of an option for a bigger project to reclaim the roadbed and put in 3.5 inches of pavement at a cost of $284,116 and mainline sewer but realized there would be little support for that component.
In other business, the council:
Approved a liquor license for USH Brainerd Ventures, which purchased The Lodge at Brainerd Lakes in Baxter. USH Brainerd Ventures applied for an on-sale liquor license and on-sale Sunday sales liquor license. Baxter reported USH Brainerd Ventures will assume operation of food services beginning July 1. Brainerd Ventures is a limited partnership, which filed with the Minnesota Secretary of State on May 22, 2012. The registered agent is Alan W. Van Dellen with a mailing address in Minneapolis.
Approved a renovation plan for the Valvoline Instant Oil Change building exterior at Highway 210 to match work done last spring on Valvoline’s Highway 371 location in Baxter. Valvoline reported they purchased the building in 1997 and wanted to update it so it will look the same as the other Baxter store.
Approved the $5,200 transfer from the drug forfeiture fund to authorize the replacement of a digital squad camera.
Approved restrictions for parking on Dellwood Drive, Edgewood Drive and Knollwood Drive for the July Fourth event and Laestadian Church event at Forestview School in Baxter.
The no-parking zone on Dellwood Drive would go from Whispering Woods Lane — just north of Menards — to Excelsior Road.
The area was signed as a no-parking zone by previous council action but there wasn’t a resolution, which law enforcement noted was needed to be able to enforce the regulation. Resolutions were also needed for Edgewood and Knollwood drives. No parking is allowed on Edgewood Drive from Pine Beach Road to Excelsior Road. On Knollwood, no parking is allowed from Highland Scenic Drive to Mapleton Road.
For the Laestadian Church event July 5-8, the city lifted the parking restriction on Knollwood’s west side from Highland Scenic Drive to Mapleton Road.
Approved having city staff assist the Baxter Baseball Association in hosting the 2012 Cal Ripkin 10 and younger and 2012 Cal Ripkin 12 and younger, Minnesota state baseball tournaments from July 13-15 at Oscar Kristofferson Park.
Hosted a public hearing on vacating utility and drainage easements and Brandon Road in the Haglin Office Park and Haglin Professional Park plats.
Approved an interim use permit allowing outside tent sales of fireworks in the Westside Liquor store parking lot on Audubon Way for TNT.
Approved a conditional use permit to allow a secondhand store called Linise Consignments Gallery in FitQuest building at 15840 Audubon Way. The retail stores has clothing, jewelry, furniture and home furnishings.
Heard workers are still completing projects on the water tower and are waiting for better weather to complete painting.
Approved spending $1,398 to complete a T-turnaround on Mapleton Drive.
Disregarded action to provide a letter of support for a Northland Arboretum expansion to North Long Lake as that project was not chosen to be one of the 65 proposals selected for further consideration. The Arb had requested $5.4 million for land acquisition and trail development.
